What is an “Outstanding Invention Evaluation Institution”?

An Outstanding Invention Evaluation Institution is a certified organization authorized to objectively assess the technical excellence, business feasibility, and economic value of inventions, and to quantify that value in the form of ratings or monetary figures.

In other words, it is an officially recognized expert institution that goes beyond simple analysis and is authorized by the government to issue a “technology report card” for innovations.
